Under the EU's Special Framework of Assistance 2005, the University of Technology, Jamaica has been contracted to establish the National ICT E-Business Incubator in Dominica. The Incubator will support the establishment and survival of competitive ICT service providers in Dominica and assist in making other businesses ICT-enabled through affordable training, marketing and other business services.

Applications are invited from suitably qualified persons for the following positions:

INCUBATOR MANAGER

The Incubator Manager will be responsible for the entrepreneurial orientation and day to day operations of the ICT E-Business Incubator, which includes the strategic planning, leadership, management and coordination of the recruitment and admissions process and all the support functions while clients are incubating.

QUALIFICATIONS AND EXPERIENCE:
A Masters Degree in Management/Business Administration, Project Management or equivalent qualifications. 5 years experience working as a manager in the private or non-state sector. Strong IT skills and/or experience in rural community development or financing of micro, small and medium enterprises would be a distinct asset.

The successful candidate will have an advantageous mix of the following:

  1. Knowledge of the practices and principles governing Incubator Management
  2. Knowledge of the Dominican business environment, especially the challenges of rural development, adjustment of the agricultural sector and emergence of the tourism sector.
  3. Knowledge of the current and emerging technology related to business, especially software and e-commerce.
  4. Knowledge of sourcing capital for emerging companies.
  5. Knowledge of budget preparation.
  6. Knowledge of preparing Lease Agreements.
  7. Knowledge of business development and management.

INCUBATOR ACCOUNTANT

The Accountant is responsible for providing monthly management reports, timely financial statements, cash flows and costing on all projects within the Incubator. The incumbent will also implement the required budgetary controls, facilitate the audit process and manage the Centre's cash investments.

QUALIFICATIONS AND EXPERIENCE:
BBA or BSc. with major in Accounting or equivalent qualifications; training and proficiency in the use of relevant accounting and spreadsheet software and investment management and budget preparation. At least five (5) years experience in a similar position. Preference will be given to persons with previous experience as a project accountant and a commitment to delivery of fast and efficient service to the customers of the Incubator.

The successful candidate will demonstrate sound knowledge of accounting principles and practices; budgets and budget preparation; project management principles, practices and tools; the policies, procedures, regulations and ordinances appropriate for the environment of a business incubator and familiarity with the financing rules and procedures of the European Union.

ADMINISTRATIVE ASSISTANT/OFFICE MANAGER

The Administrative Assistant manages the administration and general services of the office.  Assists in the management of the financial activities; performs a variety of other activities including facilitation of liaison between the main office and the local communities and businesses, establishing and facilitating contact with Government Officials and technical professionals and generally works in close collaboration with the rest of the Incubator team to ensure the successful implementation of the programme.

QUALIFICATIONS AND EXPERIENCE:
Training as evidenced by an Associate degree or equivalent qualifications in a relevant area and at least 5 years experience in social work and/or community development, including rural communities. Preference will be given to persons with experience working on international community development projects, strong office management skills and a strong commitment to delivery of fast and efficient service to the businesses and customers of the Incubator and to the general public.

 

Eligibility: Applicants must be natural and legal persons of the ACP and EU Member States.

Salary and terms and conditions negotiable with the University of Technology, Jamaica. The successful candidate will be available to take up the post in Dominica immediately.
