JOB SUMMARY

The HR Business Partner plays a vital role in strengthening the relationships between the
Division of Human Resources & Administration and the respective
Colleges/Faculties/Divisions with a view to improving internal and external customer services.
He/she is well positioned for delivering efficient and effective management of the human
resources programmes life cycle including recruitment and selection; contract administration;
onboarding; performance management; leave management; learning and development, and
also ensuring that their internal customers are knowledgeable of the University's policies, rules
and regulations.


He/she collaborates with the Heads of Division/College/Faculty/School in order to deliver
value added services to staff. This relationship engenders mutual confidence, trust and respect.

JOB SPECIFICATIONS


A.          SKILLS

QUALIFICATIONS:

I. At least a first degree in Human Resource Management or equivalent qualifications.
2. Postgraduate qualification in the related discipline is an asset.

SPECIALISED KNOWLEDGE:

  1. Knowledge of UTech. Jamaica Act, policies, procedures, regulations and Ordinances and structures and operations.
  2. Knowledge of the Public Sector Staff Orders
  3. Sound knowledge of the Jamaican Labour Relations and other related Acts
  4. Sound knowledge of human resources theories and practices

At least five (5) years related experience as a Business Partner /HR Manager with at least three (3) years working in an HR department

JOB DESCRIPTION

 A.                REPORTING RELATIONSHIPS:

REPORTS TO:        Vice President and Chief Human Resource Officer

NATURE OF SUPERVISION RECEIVED:

Managerial direction.

SUPERVISION GIVEN TO:

  1. Functional Supervision to Human Resources Assistant

  1. Applicants/Prospective employees
  2. Other universities and training institutions
  3. Ministry of Labour & Social Security
  4. Ministry of Finance & Public Service
  5. Ministry of Education, Youth & Information
  6. Background Check Agencies
  7. Former Employer
  8. University Council of Jamaica

B.                DUTIES AND RESPONSIBILITIES:

Partnering

  1. To participate in HR Strategic management meeting as directed
  2. To attend general meetings as directed
  3. Partner with College/Faculty/ /School/Division to ensure that HR Strategies are consistent with business needs.
  4. Work closely with the Faculty/College/Division to determine their current HR needs
  5. Provide HR policy guidance and interpretation on the full range of HR policies, procedures which complies with employment law and best practice. 
  6. Build and maintain a strong HR Business relationship with internal clients.
  7. Act as a first point of contact for the employees and managers in the respective/relevant areas.

Recruitment

  1.  Foster a culture of compliance with recruitment policies, procedures and techniques and recommend improvements, where necessary.
  2. Manage the following recruitment processes in conjunction with the Recruitment and Workforce Officer by:
  • Ensuring that all vacancies are filled within the targeted time;
  • Recruiting staff which includes responding to unsuccessful candidates, vet applications;
  • Ensuring that job specifications and descriptions are up to date and reflective of the jobs performed by incumbents as deemed necessary by the University;
  • Participating in the recruitment, interview and selection processes;
  • Conducting pre-employment checks eg. Reference checks;
  • Conduct probationary checks and ensure that relevant benefits are activated;

 3. Prepare and submit provisional job offer letter to the Compensation and Benefits Manager.

Contract Administration

  1. Manage the process of generating contracts f9r new recruits (Full-time and Part-time) and renewal for existing staff.
  2. Brief new employees on the compensation and benefit packages.
  3. Review request for contracts for part-time lecturers against Lecturer Planning Schedule and instruct the Administrative Support regarding preparation of the relevant contracts.
  4. Contract management - liaise with the relevant units for timely submission of documents relating to the renewal of contracts.

 Orientation

  1. Provide a list of names of staff for orientation along with e-mail addresses and contact numbers and submit to the Training Officer for processing.
  2. Conduct mini-orientation session with the relevant new recruits to sensitize them about the University's policies and procedures both virtually and face to face.
  3. Provide staff with the relevant documents for completion as per recruitment guidelines.

 Performance Management

  1. Provide advice and assistance to staff on the performance management system and performance management issues in keeping with the University's regulations.
  2. Follow up with the Faculty/College/School/Division to ensure that staff appraisals are conducted and dispatched to the Division of Human Resources within the prescribed time limit.
  3. Liaise closely with the Performance Management Officer

Leave Management

1. Liaise with Unit Heads to ensure that a leave roster for vacation and study leave is in place in the Faculty/College/Division and that it is maintained, accordingly.

HR Metrics                                                 

  1. Monitor and report on staff attendance and punctuality.

Training

Attending conferences and workshops.

  1. Recommend areas for training as identified.

System Specific Transactions

  1. Initiate and update job movements on the University automated systems

 Terminations

  1. Advise and conduct exit interviews for voluntary resignations and works with HR Data Analyst to ensure employee is terminated in appropriate timeframe.
  2. Manage an exist interview analysis and report
  3. Consult with IR Manager on performance management cases, ethics inquiries and investigations, and termination recommendations
  4. Liaise with the Employee Relations Officer to request Pension booklet
  5. Liaise with the Employee Relations Officer regarding the processing of retirees.

 General

  1. Manage the processing of all part-time and overtime claims and dispatch to the Payroll Unit for payments.
  2. Contribute to policy development research.

 C.                AUTHORITY:

  1. To access confidential personnel files.
  2. Sign and/or respond to certain correspondence as necessary.
  3. Release sensitive and confidential information as deemed prudent.

D.                PERFORMANCE CRITERIA:

  1. Vacancies are filled on a timely basis.
  2. Employment contracts are prepared and signed by all new employees within the required time.
  3. Payroll notices are submitted to the Payroll/Payables on a timely basis.
  4. Reports are submitted on a timely basis.
  5. Confidentiality is maintained on the job.
  6. Harmonious relationship is maintained.
